If you live off-campus and pay water bills, please read carefully.
A new wave of fake water bill SMS and email scams has emerged. Sender names with “WSD” or “GOV” do NOT guarantee authenticity.
Three Key Facts You MUST Remember:
- The official SMS sender ID of the Water Supplies Department (WSD) must start with “#” – e.g. “#WSD” or “#WSD eWater”. No “#” means it is fake.
- WSD will never lead you to other websites or ask for your credit card information via links in SMS or email.
- WSD’s official customer email addresses are only: customer_services@wsd.gov.hk and ccbs_no_reply@ccbs.wsd.gov.hk. Any other address is fake.
Five Red Flags of Fake Water Bill Messages:
- Flag 1: Fake sender name
Uses “WSD” or “GOV” but without “#” (e.g. “WSDDUHK”, “WSDGT HK”). Fake email addresses look strange (e.g. w6wq5711c@telenet.be). - Flag 2: Very small overdue amount
Only a few dollars (e.g. HK$18.54, $28.26) to lower your guard. - Flag 3: Threatening language
Uses words like “overdue water charge”, “supply shuts down soon”, or “fine”. - Flag 4: Fake website URL
Official website: www.wsd.gov.hk
Fake examples: wsdgov[.]com, wsd.govi[.]qpon/hk - Flag 5: Direct payment request
Asks for credit card details and authentication codes on a suspicious website.
A Real Case:
A victim received an email claiming HK18.54 was overdue. The sender looked like “WSD Customer Service”. He clicked the link and entered his credit card information on a fake WSD website. Result: Approximately HK$ 23,000 was deducted from his account.
Protect Yourself – 4 Simple Steps:
- Check the sender ID – Official WSD SMS must start with “#”.
- Never click links in unexpected SMS or emails claiming overdue bills.
- Pay only through official channels – e.g. WSD website, PPS, or bank apps. Do not enter card information on random landing pages.

近期出現新一輪假冒水費單短訊及電子郵件詐騙。即使寄件人名稱帶有「WSD」或「GOV」,也不代表是真的。
(一) 你必須記住的三個關鍵點:
- 水務署的官方短訊寄件人名稱必須以「#」開頭 – 例如「#WSD」或「#WSD eWater」。沒有「#」就是假的。
- 水務署絕不會透過短訊或郵件中的連結,引導你去其他網站或要求你提供信用卡資訊。
- 水務署的官方客戶電子郵件地址只有:customer_services@wsd.gov.hk 和 ccbs_no_reply@ccbs.wsd.gov.hk。任何其他地址都是假的。
(二) 假水費單短訊/電郵的五大警示特徵
- 特徵一:偽造的寄件人名稱
使用了「WSD」或「GOV」字樣,但沒有「#」(例如「WSDDUHK」、「WSDGT HK」)。假電郵地址很奇怪(例如 w6wq5711c@telenet.be)。 - 特徵二:欠款金額很小
只有幾塊到幾十塊(例如 18.54港元、28.26港元),讓你放鬆警惕。 - 特徵三:恐嚇性用語
使用「逾期水費」、「即將停水」、「罰款」等字眼。 - 特徵四:虛假網址

在可疑網站上直接要求填寫信用卡資料和驗證碼。
(三) 真實案例:
一位受害人收到一封郵件,聲稱欠水費18.54港元。寄件人顯示為「水務署客戶服務」。他點擊了連結,在假冒的水務署網站上輸入了信用卡資訊。結果:帳戶被扣款約 23,000 港元。
(四) 保護自己 – 簡單四步:
- 核對寄件人編號 – 水務署官方短訊必須以「#」開頭。
- 切勿點擊 聲稱欠費的陌生短訊或郵件中的連結。
- 只透過官方渠道繳費 – 例如水務署官網、繳費靈或銀行App。不要在陌生網頁上輸入信用卡資訊。
- 向「防騙視伏App」舉報可疑資訊 – 使用該App檢查及核實可疑網址、寄件人名稱或付款要求。
